In November 2008, Michael Richards was elected to the Peaks Island Council to fill the expired seat of Kathryn Moxhay; Rob Tiffany was re-elected to a three year seat.

During the 2009 calendar year, Michael Langella and Robert Hurley announced the resignations of their seats, effective in November 2009. _________________________________________________________________________
The 2009 General election saw four seats available on the PIC; two seats made available by the resignations of Mike Langella and Robert Hurley, along with the expiring seats of Betsy Stout and Tom Bohan. Tom Bohan was elected to a 1 year term for one of the seats vacated by resignation; Marjorie Phyfe was elected to a three year term; Sueellen Roberts was elected to a one year term (to fill vacancy created by resignation). It was during this time that the PIC requested that the Portland City Council amend the enacting ordinance of the PIC and allow the PIC to directly appoint PIC members to fill a temporary vacancy until the next regular election. The City Council amended the ordinance and Judy Piawlock was appointed to fill the vacancy.

In late 2010 there was a mass resignation of PIC members: Mike Richards, Rob Tiffany, and Suellen Roberts resigned from the PIC as of 11/1 2010, and the seats of Tom Bohan, Lynne Richard and Judy Piawlock expired. Marjorie Phyfe also resigned but the date of resignation was after November meeting of the PIC. Ms. Phyfe stayed on the PIC long enough to provide a quorum to seat a new PIC and allow the PIC to appoint new members.

The General Election of 2010 saw three write in candidates elected to the Peaks Island Council – Rusty Foster with 4 votes; Eric Eaton with 3 votes; Sid Gerard with 3 votes. The swearing in of these members was moved up from its traditional date of December, as Marjorie Phyfe’s resignation did not take effect until the end of November. Once Councilors Eaton, Gerard, and Foster were sworn in, a quorum existed and three additional PIC members were appointed: Rob Meharg, Heather Thompson, and Scott Kelley. The seat formerly held by Majorie Phyfe remained vacant during 2011; and Sid Gerard resigned in April, 2011.

The General election of 2012 saw five open seats on the PIC. Three positions were filled during the election: Cheryl Miner and Mary Anne Mitchell were elected to three year terms, and Jimal Thundershield was elected to a one year term. Vacant positions were filled by Marjorie Phyfe and Ted Kelleher, who were appointed to fill the positions until the General election in November, 2013.
